On 22 May, Zhang Jian, Deputy Director of the Russian Research Centre and Head of the Department of Diplomacy at the University of International Relations (UIR) in China, paid an official visit to the Immanuel Kant Baltic Federal University.
Founded in 1949, the University of International Relations (UIR) is one of China’s leading higher education institutions. It is included in the prestigious 'Double First-Class' initiative, which recognises its excellence in education and research. The UIR is particularly renowned for training diplomats and experts in international relations and law, as well as for its active involvement in global academic and policy-oriented collaborations, including those with SCO and BRICS member states.
During his visit, Zhang Jian met with university representatives and was given a tour of the campus, including the Rare Book Library housed in the historic building at Universitetskaya St.
The meeting primarily focused on exploring potential collaborations in international relations and international law. This included discussions about developing joint academic projects, such as student and faculty exchanges, summer schools, virtual conferences and in-person academic events. Particular attention was given to the Chinese institution’s proposals to translate key IKBFU academic works into Chinese and to publish co-authored works with scholars from both institutions.

Following the discussions, both parties agreed to formalise their intentions by signing a memorandum of cooperation in the near future. This is expected to pave the way for joint initiatives to be implemented at the start of the upcoming academic year.
