Russian Prime Minister Mikhail Mishustin has signed an order appointing Maksim Viktorovich Demin as rector of Immanuel Kant Baltic Federal University for a five-year term.
Since August 7, 2024, Maksim Demin has been serving as acting rector of IKBFU.
In 2025, under Demin’s leadership, IKBFU was ranked among the leading universities in Russia under the “Priority 2030” program and received a subsidy of 462 million rubles for strategic projects.
Maksim Demin holds a PhD in Physics and Mathematics and has been working at IKBFU since 2016. From 2018 to 2024, he headed the university’s research division, including serving as vice-rector for research. He is the author of scientific publications in journals indexed by Scopus, as well as patents and state registration certificates, and has implemented research foundation grants. His scientific interests include solid-state physics and nanosystems, the development and fabrication of new thin-film nanomaterials using laser methods, and modern models of management and organizational development in universities.
