On 19 August, Immanuel Kant Baltic Federal University welcomed Faisal Niaz Tirmizi, ambassador extraordinary and plenipotentiary of the Islamic Republic of Pakistan to Moscow. During his visit, the diplomat met with rector Maxim Demin and toured the region's largest construction project — the Kantiana campus. The delegation was accompanied by Sergey Belov, the Russian Foreign Ministry's representative in Kaliningrad.
During the talks, the parties discussed the prospects for developing partnership between Russia and Pakistan in the fields of education and science. Maxim Demin, IKBFU Rector, noted the symbolic coincidence of anniversary dates — this year marks the 80th anniversary of the Kaliningrad Region, and in 2027 the university will celebrate its 80th anniversary, coinciding with the 80th anniversary of Pakistan's independence — and emphasised that this provides a special foundation for strengthening ties between the countries, including at higher education level.
Maxim Demin observed that the delegation's visit constitutes an important milestone in the development of international academic cooperation — opening up new avenues for collaborative educational, scientific, and cultural projects.
Maxim Demin, IKBFU Rector:
We are fully committed to attracting students from other countries. Unfortunately, there are not yet very many students from Pakistan studying at our university, but I am confident that your visit in particular will give impetus to the development of cooperation between our universities. All the more so as our university is currently experiencing one of the most dynamic periods in its history: we are simultaneously shaping a new educational framework for the country, whilst the infrastructure is undergoing radical changes that are significantly enhancing our functionality.
Ambassador Faisal Niaz Tirmizi outlined the priority areas for cooperation: mathematics, engineering, architecture, medicine and biology — emphasising that collaboration in these fields represents a long‑term investment in the future. The diplomat also highlighted the importance of student and staff exchanges; in his view, such programmes significantly accelerate the development of mutual ties and help to build trust between nations.
A separate part of the programme was a tour of the Kantiana campus, currently under construction, which embodies the concept of a "city within a city." The guest was told that the complex will comprise three teaching blocks, two halls of residence, a conference centre, a library, and numerous spaces for study, networking, sport, creative pursuits, and leisure. The ambassador spoke highly of the scale and concept of the project.
Faisal Niaz Tirmizi, Ambassador Extraordinary and Plenipotentiary:
This is an extraordinary project, conceived by a remarkable architect. The campus is both inspiring and thought‑provoking — a space that encourages dedication to science and education. It is essential that young people are surrounded by an environment that supports their intellectual and personal growth.
Maxim Demin added that the Kantiana campus is one of the first facilities developed under the national "Youth and Children" project, which aims to establish a network of 40 modern campuses across Russia by 2036, following the instructions of President Vladimir Putin. These campuses are intended to attract talented young people from Russia and around the world
