On January 23, dormitories were opened at three university campuses of Russia under the leadership of Russian President Vladimir Putin. The teleconference brought together Kantiana campus in Kaliningrad, the SakhalinTech campus in Yuzhno-Sakhalinsk, and the Ural Federal University campus in Ekaterinburg.
The ceremony was attended by the Governor of the Kaliningrad Region, Alexey Besprozvannykh, the Rector of the Immanuel Kant Baltic Federal University, Maxim Demin, and the representative of the construction contractor, Kivanch Sarykayya, Deputy Head of the Monotek Stroy LLC project.
The two student dormitories, with an area of 55,000 square meters and a capacity of 2,482 residents, are part of the large-scale Kantiana campus project, which is being built as part of the “Youth and Children” national project, initiated by Russian President Vladimir Putin.
Rector Maxim Demin emphasized that for the first time in many years, the university has been able to eliminate the waiting list for housing. At the end of 2025, 458 first-year students have already moved into the dormitories.

Maxim Viktorovich, as well as all other colleagues, I would like to congratulate you on this event. As Dmitry Nikolayevich (Chernyshenko) mentioned, we have a large program. 25 campuses are only at the first stage.The first stage is scheduled to last until 2030. I am confident that the program will be completed. The total funding amount is 150 billion rubles, with 40 percent, or even slightly more, coming from federal funding. However, I would like to address the heads of the regions now. First, I would like to thank you for being present at this event, as well as for your support in all such projects. We have decided to extend this program for the future. The synergistic effect of the joint efforts of the Government of the Russian Federation, the federal center, the regions, and representatives of interested businesses is crucial for achieving the desired results. I would like to congratulate you once again on today's events. As my colleagues have mentioned, this is not just a traditional dormitory; it is a space for continuing education, recreation, and sports. Alexey Besprozvannykh asked the students where they came from to study in Kaliningrad, and the answers were diverse: Petrozavodsk, Kemerovo, Pskov, Karaganda (Kazakhstan), and several people from the eastern municipalities of the region. According to the governor, the wide geography of Kaliningrad's student population is beneficial for the region.

Our Baltic Federal University is the most western higher education institution in Russia. Students from not only the Kaliningrad region, but also from other regions of our country, aspire to study here. According to the results of the latest admission campaign, 3,500 first-year students were enrolled in higher education, and almost half of them came from outside the region. IKBFU is also attractive to international students – 1,447 students from 47 countries currently studying here. Today, Kaliningrad is a truly student city. Student dormitory complex is two block-type buildings with a total area of 55,000 square meters for 2,482 residents. Each block has two rooms for two people, a shared kitchen, a shower room, and a toilet. The spaces are fully furnished with beds, wardrobes, desks, shelves near each workstation, and storage systems. In addition to the furniture, the kitchen has all the necessary appliances, such as large refrigerators, induction stoves, and built-in hoods. Each block has a Wi-Fi router and an IP phone for internal communication. 18 residential blocks are equipped for people with disabilities. For the comfort of students, the dormitories have laundry and ironing services, a food court with 360 seats, more than 30 spaces for independent work and extracurricular activities, sports spaces with an area of more than 400 square meters, a medical center, and storage facilities for personal belongings and bicycles. A digital facial recognition system is used for entry. The navigation design for the dormitory was created by a student of the Higher School of Communications and Creative Industries at the Immanuel Kant Baltic Federal University. The designer created an aesthetically pleasing, user-friendly, and intuitive system that helps students navigate the building easily, find the necessary facilities, and access important information. Thanks to the opening of new living spaces, the university was able to eliminate the waiting list for housing for the first time in many years. Since December 2025, 454 first-year students of the Immanuel Kant Baltic Federal University have moved into the student dormitory complex. |
| About the Intellectual Space of the Future "Kantiana Campus" |

In December 2022, the construction of a "city for a city" – a new university campus "Intellectual Space of the Future – Kantian Campus" with an area of 29 hectares – began at the Immanuel Kant Baltic Federal University. The first two buildings of the Kantiana Campus were put into operation in 2024. One of the buildings houses a multifunctional university center for employees and students. The other building is a space for open lectures, presentations, and meetings – "IKBFU Expo". In February 2026, a complex of student dormitories with 2,500 beds was opened. As of January 2026, the construction readiness of the Kantiana Campus is 80%. The opening of the Kantiana Campus's intellectual space, which includes three academic buildings, a library, a commercial street, and a congress center, is scheduled for September 2026.
