On 23 July, the first student who uses a wheelchair moved into the new University Hall of Residence No. 14. Sergey Elunin — a third‑year student of the "Physical Education. Life Safety" programme and a professional rugby player — praised the accessibility and comfort of the new facilities, in the design of which he himself played a part.

| Everything is arranged so that life here is just easy. I was involved in the design myself — I made suggestions about the kitchen and where the furniture and cupboards should go. I'd rate the facilities and location a 5 out of 5. It's a comfortable place to live, whether for studying or work. Shops, hairdressers, massage places — everything's nearby. And with my electric wheelchair, getting around is effortless. |
The student was welcomed and checked in by Andrey Gorbunov, Director of the Student Dormitories Complex at Immanuel Kant Baltic Federal University. He noted that all communal areas in the hall are accessible to Sergey — including the laundry room, ironing room, canteen, and fitness area, which will open in the near future. An administrator is on duty throughout the day and will provide prompt assistance if required. An IP telephone system is available in the block for contacting the administrator.

| An accessible environment saves a great deal of time — I'd estimate about 70 per cent. Without it, even the simplest tasks become time‑consuming: you have to arrange delivery, wait for assistance to get downstairs, ask someone to open a door… But when ramps and accessible exits are in place, everything is significantly faster. |
The new halls of residence on the Kantiana campus include 18 blocks designed for people with disabilities, four of which are specifically for wheelchair users. Each block comprises two single rooms, a communal kitchen, a shower room, and a toilet. The rooms are fully furnished — with beds, wardrobes, desks, shelves next to each workspace, storage systems, and a shoe cabinet. The kitchen is equipped with all necessary appliances: fridges, induction hobs, and built‑in extractor hoods.

| Thanks to Sergey's recommendations, we have been able to make important adjustments to the design of the residential blocks for students with special educational and accommodation needs — it is a genuinely well‑thought‑out space where students can feel comfortable and manage their daily tasks independently. We particularly value the fact that the design has been, and will continue to be, refined based on everyday needs, in collaboration with our student — it is precisely this approach that makes the environment truly inclusive. |
Construction of the Kantiana campus is now 88 per cent complete. The first two buildings on the campus were commissioned in 2024 — one houses a multifunctional university centre for staff and students, the other houses "IKBFU Expo," a space for open lectures, presentations, and meetings. During a video conference with Russian President Vladimir Putin on Russian Students' Day in January 2026, the student dormitories complex — with a capacity of 2,500 places — was officially opened. Completion of construction of all remaining facilities — the library, the three "Biomed" teaching blocks, the Institute of High Technologies, and the Higher School of Philosophy and Social Sciences — is scheduled for the end of 2026.
