The International Kant Congress has commenced. The Congress takes place on the 22-25 April at the IKBFU coinciding with Immanuel Kant’s 300th anniversary.
As part of the opening ceremony, Dmitry Chernyshenko, Deputy Prime Minister of the Russian Federation, delivered a welcoming address by the President of the Russian Federation Vladimir Putin:
The proposal to celebrate this milestone has received enthusiastic support both in Russia and abroad. It is a vivid testimony to the enduring interest towards the brilliant, unique philosopher and his works, which remain relevant today. They continue to inspire new generations of scholars to engage in deep and meaningful thought. I believe that the anniversary events will help preserve the rich spiritual and humanistic heritage of Immanuel Kant, as well as encourage further research into his works, which were truly groundbreaking for their time, an invaluable contribution to the development of scientific thought, culture and education. |
The philosopher’s call to “use one’s own reason” is as relevant for our country as ever. “The International Kant Congress, held in accordance with the decree of the President, unites more than 500 leading scientists, with representatives of 23 countries attending,” said Dmitry Chernyshenko.
“Immanuel Kant is an intellectual authority from which everyone expects guidance on fundamental questions of life. We hold profound respect for the legacy he left behind. His ideas have influenced science, culture, pedagogy, and have become the basis of international law” |
stated Anton Alikhanov, Governor of the Kaliningrad Region |
The Congress opened with the Critique of Artificial Intelligence: Being and Cognition in the Context of Artificial Intelligence Development Plenary session.
Dmitry Chernyshenko emphasised that large-scale use of AI is a new stage in the evolution of mankind, opening up greater prospects for the economy and calling for a more critical approach.
“According to the predictions, the overall contribution of AI tech to the global economy may reach $15 trillion by 2030. There is no. way we can ignore this figure. Russia has developed a National AI Development Strategy, one of the tasks of which is to increase confidence in this technology,” |
said the Deputy Prime Minister |
Konstantin Mogilevsky, Deputy Minister of Science and Higher Education of Russia, discussed human capital development in the field of AI. He noted that in a rapidly changing world, the higher education sector must change even faster in order to ensure a better future.
“Last year, the Russian Ministry of Education and Science, jointly with our leading universities and technological companies, created a dedicated competence model in the field of AI. It included a detailed description of professions related to artificial intelligence — researcher, analyst, data architect and so on. And already now every year more than 6 thousand people enter AI-related programmes,” |

Alexander Fyodorov, IKBFU Rector, noted that Kant would find our times fascinating and would have written a “Critique of Artificial Reason or AI”.
Alexander Fedorov, IKBFU Rector: |
I believe Kant would find our modern life fascinating, and most likely would have written “Critique of Artificial Reason or AI”. Should we be afraid of artificial intelligence? Well, we shouldn’t. Because we ourselves have strived for it, very persistently tried to create it. It’s like a child that puzzles us by asking questions we wouldn’t have thought of ourselves. So I have an opposite question: will artificial intelligence be able to create a new civilisational purpose for mankind? If it can create it, whose purpose will it be — ours? Or that of the information system? Perhaps, after that it will cease to care about us. Therefore, a system of restrictions is necessary for us to develop. Together, not individually. |
The discussion was also joined by Nikita Anisimov, HSE Rector, Alexey Pishchulin, Director of the Federal Centre for Humanitarian Practices at the Russian State University for the Humanities, Joshi Sunjoy, President of the Observer Research Foundation (ORF, India), and Arutyun Avetisyan, Director of the Ivannikov Institute for System Programming of the Russian Academy of Sciences.
